Open-access The national agroecology and organic production policy and its implementation in three times

Abstract

This study analyzes the implementation path of the National Agroecology and Organic Production Policy (PNAPO) over a ten-year period, from 2012 to 2022. In terms of methodological framework, it was decided to carry out documentary research, with a qualitative approach, focused on the content analysis of technical reports, official documents and government data on Brazilian agroecological policies. The execution of the National Agroecology and Organic Production Plans (PLANAPO I and II) was directly impacted by the change in management in 2016, when investments were reduced and efforts to implement the goals of the second edition of this plan were discontinued. In the previous administration, under Bolsonaro's government, in addition to the Agroecology terminology being removed from the portfolio, the investment in sustainable agriculture in the multi-year plan was negligible, compared to other administrations. There were no significant efforts to create PLANAPO III and the impacts on agroecological policies are similar to those suffered by other policies for family farming. It is concluded that during PNAPO's three periods of activity, it is possible to perceive the influence of the management model on the success or weakening of a political agenda.
