Abstract
Bolsa Família is one of Brazil’s main public policies, providing financial aid to vulnerable families living in poverty or extreme poverty. Although it is considered a relevant public policy, studies indicate that its design presents challenges related to clientelism, which can hinder the overcoming of vulnerability by the families assisted. To investigate this, data were collected from official federal and state institutions and analyzed by comparing the number of Bolsa Família beneficiaries and the employed population, using linear regression to identify indicators that influence or result from high or low numbers of Bolsa Família recipients. The results ultimately revealed low effectiveness of the Bolsa Família in achieving its initial goal, but these challenges could be addressed through a redesign of the program or by creating incentives that make employment more attractive than remaining idle.
