Abstract
The Special Zones of Social Interest (ZEIS) are demarcated areas for social housing, identified as an instrument to be developed with guidelines for land regularization. Regulation takes place through the construction of the Integrated Land Regularization Plan (PIRF), based on studies of urban planning, socio-economic, infrastructure, legal, environmental, mobility and urban accessibility aspects. Considering that places are also affective and symbolic constructions, the aim is to report on perceptions of the importance of the person-environment relationship in the construction of the Integrated Land Regularization Plan in a community in Fortaleza, Ceará. This is a qualitative study, carried out by monitoring the residents of Vila Vicentina da Estância (ZEIS Dionísio Torres), from August 2018 to March 2024, with interactions recorded in a field diary. It is understood that the study of the person-environment relationship makes it possible to apprehend explanations and build useful interventions in people and social groups, as well as in the creation and management of environments.
