Analysis of the Plan to Support the Development of Municipalities (PAM) – regional development in Mariópolis, PR

Abstract

Public policies for regional development are drivers of the development of small municipalities. The Municipal Development Support Plan (PAM) established in 2013 aims to transfer resources from the state of Paraná to municipalities with a population of less than 50,000 inhabitants. For this, municipalities need to meet all the criteria established in the rules that govern the program. The municipality of Mariópolis has been one of the beneficiaries of the PAM since the year the program was established. This article was constructed from a study conducted through data made available by the Municipality of Mariópolis that were compared with data from the Transparency Portal of the Municipality and the Court of Auditors of the State of Paraná (TCE-PR). The aim of this article is to demonstrate the implications of the PAM in its application trajectory in the municipality of Mariópolis, aiming to contribute to an analysis of public policies of regional development. Points of convergence and divergence were found when analyzing the issues parameterized in public policies, having as an alternative the strengthening of local bases and social actors to face and improve this municipal incentive policy.
