Abstract:
Health councils in Brazil are hybrid institutions that allow the inclusion of society in political discussions. So this article sought to understand the working and the contributions of the Belo Horizonte Municipal Health Council for the inclusion of society in political processes. The data has been collected through semi structured interviews and submitted from a descriptive and interpretative analysis. The result, demonstrated there are limitations on the council that impair its functioning.
