This article deals with the participation of the journalist and Marxist political thinker José Carlos Mariátegui in the debates that occurred in Peru in the 1920’s about the Popular Universities; the national culture; the libraries; the publication of books, magazines and newspapers; the students’ movement; the role of the State, the indigenous peoples and the urban and rural workers in the elaboration of a broad Public Education for the poorest strata of the population of that country.
