    Resumo Este artigo é uma homenagem ao embaixador José Augusto Lindgren Alves e ao jurista Antônio Augusto Cançado Trindade, proferida no evento A Importância da Reconstrução das Políticas de Direitos Humanos no Brasil, realizado no Instituto de Estudos Avançados da Universidade de São Paulo (IEA-USP), em 30 de junho de 2022. O evento ocorreu na ocasião do lançamento dos Cadernos Cedec - editados em parceria com o Grupo de Pesquisa Direitos Humanos, Democracia, Política e Memória (GPDH-IEA) -, e abordou outros dois eventos do Ciclo de Memórias da Política Institucional de Direitos Humanos, realizados um ano antes, nos quais se debateu o passado, o presente e o futuro das políticas públicas nacionais de direitos humanos, a fim de construir coletivamente a memória institucional delas.

    Abstract This paper is a tribute to Ambassador José Augusto Lindgren Alves and jurist Antônio Augusto Cançado Trindade, delivered at the event “The Importance of Reconstructing Human Rights Policies in Brazil,” held at USP’s Institute of Advanced Studies on June 30, 2022. The event took place on the launching of Cadernos Cedec-edited in partnership with the Research Group on Human Rights, Democracy, Politics and Memory (GPDH-IEA)-and addressed two other events of the Cycle of Memories of Human Rights Institutional Policy, held in 2021, which debated the past, present and future of national human rights public policies to collectively build their institutional memory.

    Resumo Por volta do final do século XX, o fascismo tinha praticamente deixado de ser um tema de apelo; o que se relaciona com o aparente triunfo do liberalismo, cuja queda do Muro de Berlim, em 1989, seria um marco. No entanto, a eleição recente de uma série de governos de extrema-direita, entre eles o de Jair Bolsonaro no Brasil, fez com que a questão recobrasse força. Apresentamos aqui os artigos que tratam do assunto, presentes no dossiê da Lua Nova: A variedade de temas, abrangências e perspectivas é notável, mas, em comum, eles não tratam “fascismo” como uma categoria rígida, e, sim, como um recurso para apreender a complexidade da realidade que o Brasil e o mundo enfrentam.

    Abstract By the end of the 20th century, fascism was no longer a topic of great interest; what was due, in great part, to the supposed triumph of liberalism, which culminated in the fall of the Berlin Wall in 1989. However, the recent election of far-right governments, including that of Jair Bolsonaro in Brazil, contributed to the resurgence of fascism. This paper examines the articles discussing this topic that were published in Lua Nova’s dossier. They present a variety of themes, scope, and perspectives, but share a common understanding of “fascism” not as a rigid category, but rather as a resource to grasp the complexity of the reality that Brazil and the world are facing.

    Resumo O artigo destaca a dificuldade de se definir “fascismo”. Mesmo assim, nota como foram elaboradas concepções genéricas de fascismo, a partir das quais, variados casos podem ser confrontados. Chama igualmente a atenção para a existência de uma dimensão institucional e uma dimensão ideológica no fascismo; a primeira tendo sido enfrentada, a segunda negligenciada. Ao se confrontar o Brasil com “fascismo clássico”, indica que aqui não teríamos a criação de algo novo, mas a explicitação de traços profundamente arraigados de nossa sociedade. Nesse sentido, é sugerido que entre nós, mais do que falar propriamente em fascismo, se poderia apontar para a existência de algo como um “fascismo latente”, sempre capaz de vir à tona e, portanto, especialmente preocupante.

    Abstract The article points out to the difficulty of defining “fascism”. Nevertheless, generic views about fascism were elaborated, what makes possible the comparison between different cases. It also shows that there is both an institutional as well as an ideological dimension to fascism; the first having been confronted, the second neglected. Confronting the Brazil of Bolsonaro with “classic fascism”, it shows that something new was not created, but deep traits of Brazilian society were revealed. Thus, it is suggested that more than fascism it would be adequate to speak of a “latent fascism”, which could always come up and is, consequently, specially worrying.

    Resumo O artigo explora dois aspectos do triênio 2019-2021 na política brasileira. Investiga-se em qual rumo Jair Bolsonaro, desde a chefia do Poder Executivo, buscou modificar as instituições e, ao mesmo tempo, que tipo de mobilização social suscitou. Argumenta-se que, enquanto as transformações institucionais apontaram para um regime autocrático, o movimento bolsonariano utilizou metodologia fascista. Foram tomados como casos exemplares a luta em torno do controle da Polícia Federal e as técnicas de agitação e propaganda que culminaram nas manifestações de 7 de setembro de 2021.

    Abstract This essay explores two aspects of the 2019-2021 triennium in Brazilian politics: the direction in which Jair Bolsonaro, as head of the Executive Power, sought to shift the institutions and what kind of social mobilization he inspired. It argues that, while institutional changes pointed to an autocratic regime, the Bolsonarismo movement used fascist methodology. The struggle for control over the Federal Police and the agitation and propaganda techniques that culminated in the demonstrations of September 7, 2021, were taken as exemplary cases.
  • RECONSTRUINDO ALGUNS TEMAS DA TEORIA CRÍTICA: CONTRIBUIÇÃO PARA O DEBATE SOBRE O FASCISMO Articles

    Resumo O artigo discute alguns aspectos abordados pela teoria crítica sobre o desenvolvimento do fascismo, em contraposição a interpretações marxistas tradicionais a respeito dos autores frankfurtianos. Por um lado, o artigo mostra como o exame da teoria crítica sobre o fascismo não se reduz a considerações psicológicas nem desconsidera as relações de classe para a evolução do fenômeno. Em contrapartida, o texto indica que a maneira como as relações entre indivíduo e sociedade e as transformações nas classes são peças-chave das análises da teoria crítica sobre o fascismo. Por fim, são discutidas algumas possibilidades de análise da atual situação brasileira a partir da reconstrução de aspectos da teoria crítica.

    Abstract This article discusses some aspects developed by Critical Theory on the evolution of fascism in opposition to traditional Marxist interpretations of Frankfurtian authors. It shows how Critical Theory’s examination of fascism is not reduced to psychological considerations on the subject, nor does it disregard class relations for the development of the phenomenon. Conversely, the paper indicates how the relations between the individual and society and transformations within class relations are essential elements of Critical Theory’s analyses of fascism. Finally, the article proposes an analysis of the current Brazilian scenario based on the reexamination of these aspects.

    Resumo Dentre os muitos relatos de “populismo de direita”, uns enfatizam a desigualdade de renda, outros a cultura, e outros ainda as especificidades de um dado sistema político. Este artigo dá um passo atrás para desenvolver uma visão estrutural de longo prazo. A tese principal propõe interpretar o cenário mundial enquanto crise da democracia capitalista. Os estilos políticos específicos e trajetos casuais que levaram homens como Trump, Bolsonaro, Duterte e Modi ao poder são difíceis de pontuar. O que nos parece óbvio é o crescente desprendimento de grande parte da população das formas democráticas liberais, cuja causa subjacente é o deslindamento da “base material de consentimento” que marcou as democracias capitalistas no pós-guerra. Não por acaso, este deslindamento tem mostrado maior progresso precisamente na periferia e semiperiferia. Esses países têm se mostrado inovadores políticos frente ao capitalismo mais consolidado do centro. Sustento essa argumentação por meio de uma breve análise da ascensão de Berlusconi na Itália, considerado o “canário na mina” da atual onda de figuras bonapartistas, e Bolsonaro, o mais importante exemplar do tipo atualmente.

    Abstract There are many accounts of “right wing populism”. Some emphasize income inequality, some culture, some the specifics of particular political systems. This paper takes a step back, and provides a longer term structural view. Its central contention is that what is happening in the world today is a structural crisis of capitalist democracy. The specific political styles and causal pathways that brought men like, Trump, Bolsonaro, Duterte, and Modi to power are hard to specify. What is blindingly obvious is the increasing detachment of large parts of the population from liberal democratic forms. The underlying cause of this detachment is the unravelling of the “material basis of consent” that had marked capitalist democracies in the post-war period. Unsurprisingly this unravelling has progressed the most in precisely the periphery of the core, and the semi-periphery. It is these countries that have become the political path-breakers for the more consolidated capitalism’s of the core. I sustain these claims in what follows through a brief comparative analysis of the rise of Berlusconi in Italy who was the “canary in the coal mine” of the current wave of Bonapartist figures, and Bolsonaro who is the most important current exemplar of the type.
  • A RADICALIZAÇÃO POLÍTICA DE ANTONIO CANDIDO NOS ANOS 1970 Articles

    Resumo O objetivo do artigo é situar e examinar a suposta inflexão de maior radicalização política na trajetória intelectual de Antonio Candido ocorrida na passagem da década de 1960 para 1970. Busca-se explicar a gênese e compreender o significado dessa radicalização, que teria se manifestado na produção intelectual do crítico no período, como, por exemplo, nos ensaios “Dialética da malandragem” (1970), “Literatura e subdesenvolvimento” (1970) e “De cortiço a cortiço” (1973). Nesse sentido, o artigo reconstrói brevemente a trajetória global de Candido, discute os principais condicionantes das suas ideias na época e sugere uma interpretação sobre o significado “radical” dessas ideias, tal como aparecem nos ensaios acima mencionados.

    Abstract This essay contextualizes and examines a supposed more politically radical shift in Antonio Candido’s intellectual trajectory in the transition from the 1960s to the 1970s. It seeks to explain the origins and understand the meaning of this radicalization that manifested itself in the critic’s intellectual production of the period, such as the essays “Dialética da malandragem” (1970), “Literatura e subdesenvolvimento” (1970) and “De cortiço a cortiço” (1973). In this regard, the article briefly reconstructs Antonio Candido’s global trajectory, discussing the main conditioning factors of his ideas in the period and suggesting an interpretation of their ‘radical’ meaning, as they appear in the aforementioned essays.
  • CONTINUIDADES E MODERNIZAÇÃO ENTRE OLIVEIRA VIANNA E GILBERTO FREYRE Articles

    Resumo O artigo se propõe a apresentar dois eixos comuns a dois autores paradigmáticos da interpretação da formação social brasileira: Oliveira Vianna e Gilberto Freyre. De um lado, evidencia-se os caminhos que buscaram para velar e diluir o antagonismo entre dominados e dominadores, o que passou pela modernização do discurso conservador que acompanhou a amplitude e a intensidade das tensões sociais. De outro lado, destaca-se as saídas que estes autores sugeriram para acomodar as crescentes tensões entre as oligarquias regionais. Para tanto, mostramos que ambos idealizaram o passado colonial com o intuito de forjar uma narrativa sobre a cultura nacional que legitimasse um equilíbrio mais estável das estruturas de poder no Brasil, coincidindo com suas defesas da segregação social.

    Abstract This paper presents two axes common to two paradigmatic authors of the Brazilian social formation: Oliveira Vianna and Gilberto Freyre. On the one hand, it highlights the paths taken to obscure and dilute the antagonism between the ruling elite and the oppressed, which involved modernizing the conservative discourse inherent to the breadth and intensity of social tensions. On the other, it points to the solutions proposed by these authors to accommodate the growing tensions between regional oligarchies. In this regard, the text demonstrates how both idealized the colonial past to forge a “national culture” discourse that could legitimize a more stable balance of power structures in Brazil, coinciding with their defense of social segregation.

    Resumo O artigo busca dar uma contribuição ao rico debate entre a tese da individualização de Ulrich Beck e o paradigma da desigualdade social estruturada. Enquanto os defensores da tese da individualização postulam um desacoplamento entre ação social e origem de classe, os adeptos do paradigma da desigualdade estruturada o negam. A tese principal do artigo é que não se trata de um desacoplamento entre origem de classe e ação social, mas sim de um afrouxamento nas relações de interdependência entre as formas de desigualdade e ação dos diferentes sistemas sociais, de modo que o seu significado para a ação social no interior de outro sistema torna-se contingente.

    Abstract The article seeks to contribute to the rich debate between the thesis of the individualization of Ulrich Beck and the paradigm of structured social inequality. Whereas the proponents of the individualization thesis postulate a decoupling between social action and class origins, the adherents of the structured inequality paradigm deny it. The main thesis of the article is that it is not about decoupling class origin and social action, but rather loosening in the interdependence relations between the forms of inequality and action of the different social systems, so that its meaning for social action within another system becomes contingent.
  • UM CAPÍTULO DA SOCIOLOGIA CRÍTICA PAULISTA: A TRAJETÓRIA DO CENEDIC (1995-2015) Articles

    Resumo O objetivo deste artigo é apresentar e problematizar o itinerário intelectual do Centro de Estudos dos Direitos da Cidadania (Cenedic), fundado em 1995 por Francisco de Oliveira, Maria Célia Paoli e Vera Telles, então professores de Sociologia da Universidade de São Paulo (USP). O texto analisa - à luz das mudanças histórico-políticas da sociedade brasileira da época - as transformações pelas quais passaram os intelectuais do Centro de 1995 a 2015, momento em que se inicia uma nova etapa de sua história. A hipótese central é a de que a inflexão teórica e normativa identificada no Cenedic a partir do final dos anos 1990 - simultaneamente ao rebaixamento do horizonte de expectativas gestado na década anterior - pode ser compreendida como uma resposta intelectual ao que entendiam como avanço do neoliberalismo no país, cuja carga “negativa” foi se acentuando ao longo dos anos 2000.

    Abstract This article aims to present and problematize the intellectual itinerary of the Centro de Estudos dos Direitos da Cidadania (CENEDIC), founded in 1995 by Francisco de Oliveira, Maria Célia Paoli and Vera Telles, then professors of Sociology at University of São Paulo. The text analyzes - considering the historical-political changes in Brazilian society at the time - the transformations that the Center’s intellectuals went through from 1995 to 2015, a moment in which a new stage in its history is beginning. The central hypothesis is that the theoretical and normative inflection identified in CENEDIC at the end of the 1990s - simultaneously with the lowering of the horizon of expectations generated in the previous decade - can be understood as an intellectual response to what they understood as the advance of neoliberalism in the country, whose “negative” charge was accentuated throughout the 2000s.

    Resumo Esfera pública e democracia são temas que se entrelaçam de vários modos em grande parte dos estudos normativos e democráticos dos últimos quarenta anos. Neste artigo, procuramos mostrar como essa relação tem sido pensada, a partir da teorização de pensadoras(es) de três importantes vertentes das teorias políticas e democráticas contemporâneas: (1) o liberalismo político de J. Rawls, cuja ideia de democracia vincula as noções de sociedade democrática, cultura política e amizade cívica; (2) a teoria crítica de J. Habermas, que propõe um modelo procedimental de democracia articulado às concepções de publicidade e solidariedade; e (3) o pluralismo agonístico radical de matriz pós-estruturalista de C. Mouffe, que postula um elo estreito entre democracia e uma compreensão agonística da sociedade. Por fim, (4) apontamos como diagnósticos atuais em torno da crise da democracia põem sob suspeita a disponibilidade e a permanência da esfera pública em suas diversas proposituras contemporâneas.

    Abstract Public sphere and democracy are themes that intertwine in many forms in great part of the normative and democratic theories of the last forty years. In this article, we aim to show how this link has been conceived, based on the theorizing of thinkers from three important strands of contemporary political and democratic theories: (1) J. Rawls’s political liberalism, whose idea of democracy bonds the notions of democratic society, political culture, and civic friendship; (2) J. Habermas’s critical theory, which proposes a procedural model of democracy articulated to the conceptions of publicity and solidarity; and (3) C. Mouffe’s poststructuralist radical agonistic pluralism, which postulates a close link between democracy and an agonistic understanding of society. Finally, (4) We point out how current diagnostics around the democracy crisis put under suspicion the availability and permanence of the public sphere in its various contemporary propositions.
