ABSTRACT
The study analyzes the recommendations of the Rio de Janeiro State Mechanism for the Prevention and Combat of Torture (MEPCT/RJ),the state’s main torture prevention policy body and a pioneer in Brazil, and reveals the challenges in its development, coordination, and monitoring. Despite its potential as a strategic tool, the MEPCT’s effectiveness is limited by internal flaws and external factors, such as a lack of resources and political will.
