RESUMO O objetivo deste artigo é analisar a forma como os mecanismos legais do antirracismo brasileiro têm funcionado e os principais obstáculos à sua aplicação vis-à-vis a dinâmica social do estigma e insultos raciais. Nosso argumento é que existe uma dificuldade em conciliar as categorias da lei interpretadas pelos juízes com a forma real do racismo brasileiro no qual prevalece atos sutis de discriminação assim como o uso de insultos raciais em situações cotidianas.

ABSTRACT The goal of this article is to analyze how the Brazilian anti-racism legal mechanisms have been working and the main obstacles to its application vis-à-vis the social dynamics of racial stigma and racial insults. Our argument is that there is a difficulty in reconciling the categories of the law and the way judges interpret it with the actual shape of Brazilian racism in which prevails subtle acts of discrimination and the use of racial insults in everyday situations.

RESUMO Este trabalho trata da relação entre arquitetos paulistas e as questões do “povo” e da “habitação popular” - tanto enquanto construções discursivas quanto como realidades urbanas na São Paulo entre os anos 1960 e 1980. Nos anos 1970, em meio ao refluxo das tentativas iniciais de meados da década de 1960 de colocar a habitação popular no centro da agenda de arquitetos no campo amplo das esquerdas, a relação entre arquitetos e as populações pobres periféricas passa por uma primeira virada paradigmática.

ABSTRACT This article addresses the relationships between architects and the questions of “the people” and “social housing” as discursive constructions and urban realities in São Paulo, from the 1960s until the 1980s. In the 1970s, in the midst of a crisis of initial attempts to situate the problem of low-income housing at the center of architects’ agendas within the political left, the relationship between progressive architects and poor peripheral populations goes through an initial paradigmatic turn.

Sua força reside no modo como ele foi capaz de reabilitar a tradição liberal conservadora e preservar um discurso supostamente compatível com a moderna teoria dos sistemas complexos e, ao mesmo tempo, com posições libertárias de cunho individualista.

ABSTRACT Friedrich Hayek is one of the most important liberal thinkers of recent times. His strength lies in the way that he was able to rehabilitate the conservative liberal tradition and to preserve a speech supposedly compatible with the modern theory of complex systems and, at the same time, with libertarian positions.

RESUMO Explora-se neste artigo em que extensão municípios têm participado da política de combate ao desmatamento na Amazônia, no contexto do Plano de Prevenção e Controle do Desmatamento na Amazônia Legal (PPCDAm). Resultados indicam que, a despeito de o desenho da estratégia federal relegar o município ao papel de “lugar’’ da política, em determinadas situações governos locais se afirmaram como atores e agentes na arena de combate ao desmatamento ao longo da implementação da estratégia da lista dos municípios prioritários.

ABSTRACT This article investigates to what extent have municipalities participated in the national policies that have addressed deforestation in the Brazilian Amazon under the Action Plan for Prevention and Control Plan of Deforestation in the Legal Amazon (Plano de Prevenção e Controle do Desmatamento na Amazônia Legal - PPCDAm). The study found that even though the design of the federal strategy relegated to municipalities the role of mere “locus” or territory for policy enforcement, in some situations local governments have assumed a leading role and empowered themselves as actors and agents in the fight against deforestation, as a response to the Brazilian federal “priority municipalities list” strategy.

RESUMO Três ciclos se completam neste momento histórico e emprestam à situação política instabilidade e grande opacidade. São o objeto deste artigo. Trata-se do ciclo democratizador iniciado nos anos 1970, daquele relativo ao PT como tendo absoluta hegemonia na esquerda e, por fim, um mais curto, relativo aos governos de Luiz Inácio Lula da Silva e Dilma Rousseff. Seus fechamentos implicam também a passagem a um novo ciclo, ainda indefinido, e uma possível reorganização ampla da esquerda ao mesmo tempo que claramente se mostra o esgotamento do sistema político construído nesse período.

ABSTRACT Three cycles close at this historical juncture and lend the political situation instability and great opacity. They are the object of this article. They are the democratizing cycle begun in the 1970s, the cycle that had the Workers’ Party as absolutely hegemonic in the left and, finally, a shorter one, relative to the Luiz Inácio Lula da Silva and Dilma Rousseff governments. Their ends imply also the passage to a new cycle, still undefined, and a possible broad reorganization of the left at the same time that exhaustion of the political system built during this period becomes clear.

RESUMO Este artigo trata da presença dos organismos geneticamente modificados (OGMs) no sul do Brasil ao longo das últimas décadas. A reconstituição dessa história por meio de três cenários - de descoberta/produção, de entrada/dispersão e de permanência - permitiu o mapeamento da formação de cadeias de associações que coproduzem a definição do transgênico e do grupo que a representa, ambos em meio à existência de controvérsias ou disputas sociotécnicas. Tais disputas, centradas nesses três acontecimentos e seus efeitos no sul do Brasil - descoberta, entrada e permanência dos transgênicos -, recolocam à sociologia e ao marco teórico da teoria ator-rede o problema da diferença de escala aliado à assimetria das relações de força.

ABSTRACT This article is about the presence of genetically modified organisms (gmos) in the south of Brazil in the past decades. The reconstitution of this history by three scenarios - discovery/production, entrance/dispersion, permanency - allows us to map the formation of chains of association that coproduce both, the definition of the transgenic agent and the group that represents it, among the existence of sociotechnical disputes, or as it can be named, controversies. These disputes, centered in these three events and their effects in the south of Brazil - discovery, dispersion and permanency of the transgenic crops -, return to sociology and to the actor-network theory the problem of the difference of scale added to the asymmetry of power relations.

RESUMO O artigo retoma a trajetória do cinema realizado por diretores e coletivos indígenas no Brasil, com dedicação especial ao projeto Vídeo nas Aldeias, para explorar a hipótese de uma “crítica xamânica da economia política da imagem” (inspirada na reivindicação por Bruce Albert de uma “crítica xamânica da economia política da natureza”). Tomando duas categorias como transversais aos filmes - o antecampo e o extracampo -, buscamos nos mover pela questão: como o cinema pode assumir aspectos de um modo xamânico de conhecimento e tradução?

ABSTRACT The article approaches the experience of Vídeo nas Aldeias (Video in the Villages) to explore the hypothesis of a “shamanic critique of the political economy of images” (inspired by a formulation of the anthropologist Bruce Albert). Taking two transversal categories - the off-screen space and the space behind the camera - the analyses of the films are moved by the question: how cinema could assume aspects of shamanic modes of knowledge and translation?

RESUMO Este artigo examina Moscou, filme de Eduardo Coutinho, aproximando-o, a partir de conexões conceituais, filosóficas e estéticas, a questões da mesma ordem propostas pelo teatro de Tchekhov. Moscou revela-se um metafilme, momento de explicitação de um método de reflexão, uma epistemologia da obra cinematográfica de Coutinho. Ao centrar a discussão sobre uma estética distópica, explora a construção da reflexividade, do antinaturalismo, da vida enquanto drama e do aspecto cósmico da interioridade.

ABSTRACT This article examines Moscou, a film by Eduardo Coutinho, and its proximity of Tchekhov’s theatre through the exploration of their conceptual, philosophical and aesthetic connections. Moscou can be considered as a meta-film, a crucial moment in which Coutinho makes explicit his method of reflection and the epistemology of his cinematographic oeuvre. Centering the discussion on a dystopic aesthetics, we explore the construction of reflexivity, anti-naturalism, life as drama and the cosmic aspect of interiority.
