Reference and counter-reference between physical rehabilitation services of Persons with Disabilities: (dis) articulation in the Fluminense Central-South region, Rio de Janeiro, Brazil

Abstract

With the organization of the Health Care Networks, the system of reference and counter-reference, between the different levels of technology, is characterized as an important tool to articulate their points of attention.

Objective:

To identify how does the reference and counter-between physical rehabilitation service, hospital and primary care as a prerequisite for consolidating Care Network to Persons with Disabilities in the micro-region 1 of Fluminense South-Center, Rio de Janeiro state, Brazil.

Method:

Exploratory, descriptive research with qualitative-quantitative approach, using the collective subject discourse method. Data collected through individual interviews, using semi-structured, with participation of 27 subjects, conducted in the first half 2014, analyzed the light of Qualiquantisoft(r) (QQSoft) version 1.3c.

Results:

Data analysis emerged the Central Idea (CI), by most managers, the references and counter-references among surveyed services are performed by medical referrals through its own record for this purpose. Another CI was that the manager could not say this flow.

Conclusion:

We conclude that although established the reference for effective coordination between units and services in the health system, it was identified that it is inefficient, as evidenced absence of counter-reference.
