ABSTRACT This paper has the theoretical intention to discuss the state programs of social welfare, in the historical looking and in the actual world, proposing that those programs are the effects of political forces, that strengthen the differences of gender, class and race/ethnics in the society, depending on the way there are references to the reproductive field.
