This work examines Paulo Freire's work as Municipal Secretary of Education (SME) in São Paulo (from 1989 to 1991), analyzing the public policies he implemented. Four areas of investment were identified: 1. Democratization of management; 2. Access and permanence; 3. Quality Education; 4. Youth and Adults Education. The article describes the evolution of his positions and their contribution to develop a democratic education in the broader society.
