Intersectoral strategies for municipal management of social protection services: the experience of Belo Horizonte

The prospects of the bureaucratic public administration or those of the new public management are in check and new governance structures are needed so that governments achieve greater effectiveness when addressing wicked problems - such as poverty, for instance -, which do not accept linear or unisectoral solutions. The article analyzes the experience of the BH Citizenship Program, conducted by the city government of Belo Horizonte since 2002, a strategy for intersectoral articulation between services and sectors at the tip to expand the possibilities of more effective actions for social inclusion. The article evidences the design of intervention and explores the challenges and advances of this management strategy that can be configured as an example of good governance in the domain of local policies for social protection.
