The debate about the “Spanking Law” in the Chamber of Deputies

Abstract:

The purpose of this article is to analyze the debate that took place in the Brazilian Chamber of Deputies about Bill 7672/2010, which guaranteed the right of children and adolescents to be educated and cared for without the use of physical punishment or cruel or degrading treatment, becoming the “Menino Bernardo” Law (Law 13.010/2014). In total, 68 plenary speeches and 93 speeches made in committees or hearings were read and recorded with the support of the Sphinx Lexica statistical software. The analysis shows that the prevailing position favored the prohibition of physical punishment, that female deputies had an important role in the special committee and in the defense of the bill in the plenary and that there were important differences between the debate in the special committee and in the plenary.
