Abstract:
The concept of state capacity, with a focus on bureaucratic capacity, has gained prominence in recent years. This study uses this perspective to explore the extent to which bureaucratic capacity impacts educational quality in the municipalities of the State of Rio Grande do Sul. Through statistical analysis, we explored the relation between the Basic Education Development Index (IDEB) of elementary education and bureaucratic capacity. The results indicate that higher educational levels of political appointees have a positive effect on IDEB, even though variables such as the educational level of permanent public servants, the number of appointed positions, and number of employees did not correlate.
