The marjoritarian bias in comparative politics: accountability, institutional design and democratic quality

The article reviews the main recent contributions to the literature of comparative politics and discusses its majoritarian bias. The latter manifests itself in two ways. First, in the discussion of the quality of democracy exclusively in terms of the issue of accountability - a concept that is deeply rooted in the majoritarian normative ideal. Second, in the assumption increasingly made that the concentration of political authority is a pre-condition for accountability.
