The article, commemorating the 40th anniversary of the publication of the National Council of Education report nº 977/65, seeks to show its pioneering presence in brazilian postgraduate studies and its importance and impact on the national system of postgraduate studies. In this sense, the article proposes to analyse the report within the context of the period, explain its principal advances and analyse its normative implications. Given the absence of any other normative report on postgraduate studies in the last 40 years, it questions the nature of the text with relation to its duration over time.
