Open-access Giftedness: Underreporting and Enrollment Analysis in Brazil

ABSTRACT:

This article analyzes the enrollment data of students with Giftedness in Brazil. The objective was to examine the underreporting of records based on the numbers of students with Giftedness identified by the School Census and the Statistical Synopsis of Basic Education, as well as the estimated figures provided by various experts. The article compares both sets of numbers, that is, the actual and potential figures. The methodology employs document analysis and quantitative data analysis. One of the main findings shows that only two Brazilian municipalities have exceeded the minimum percentage of 3%, as established in the literature, for students with Giftedness. Another result reveals that out of the 5,570 municipalities in Brazil, nearly 60% have no recorded enrollments of this type of student. Some municipalities, despite having a large student population in Basic Education, show a proportionally low number of enrollments for students with Giftedness. The conclusion of the article is that, in Brazil, only a very small percentage of individuals with Giftedness are, unfortunately, identified. This results in a high and widespread level of underreporting in the enrollment records of students with Giftedness in all educational systems in the Brazilian Federative Units and municipalities.
