Open-access The creation of the Army's Third Corps in Rio Grande do Sul: political struggles coming out of the military administration during the critical years of the War of the Triple Alliance (1866-1867)1

Abstract This paper analyses military recruitment from the standpoint of relations among Brazil's Imperial authorities, the provincial president of Rio Grande do Sul, and regional leaders within that province. Our focus is the period between October 1866 and April 1867. At that time the Brazilian military command, stationed in Paraguay, organized a new regiment, the Army Third Corps, using troops from Rio Grande do Sul obtained under the quota system. Resentment of conscription already ran high in Rio Grande do Sul, however. Creating this new regiment demanded thorough negotiations that exposed major complaints about recruitment procedures and about Imperial intervention in local affairs.
