Venezuelan constituent assemblies of 1999 and 2017: Contexts and participation

Abstract

This article compares the two Venezuelan constituents processes held in 1999 and 2017, departing from the contexts in which they arise and the mechanisms of popular participation that made possible its activation, calling and deliberation. This comparison gives us the tools to formulate and to enunciate some of the challenges that the Venezuelan Bolivarian process still need to face.
