Open-access The ambiguities and limits of the refuge's humanitarian foundation.

Abstract

Humanitarian governance conditions the protection of refuge to the image of the innocent victim. Government practices in determining refugee status, by defining who the "true" refugee is, invariably shed light on one who is constructed as the refugee's "other".
