This paper intended to discuss the configuration of the Network as a public policy for sport and leisure in the state. To support the discussion, we will use as a reference, the model for policy analysis appropriately adapted to the situation of unstable democracies. It is concluded that the Network analyzed from the polity has a complex structure or organization configuration and in its initial phase arises as an interesting public policy, because it transcends the purely political view of work. However, it required the redefinition of objectives and actions, as well as the expansion of incentives and better working conditions for the Network agents.
