    Resumen Este artículo introductorio al dossier temático traza los conocimientos y estudios existentes sobre la actual migración africana subsahariana hacia y por América Latina, y propone una perspectiva del haciendo-lugar para su análisis. Tal enfoque analítico permite incluir y vincular las experiencias y prácticas de las personas migrantes con una mirada más estructural que tiene en cuenta regímenes de movilidad y la industria de la migración. Más allá de una victimización o esencialización de las personas migrantes africanas, así se puede llegar a una mejor comprensión de sus compromisos de corta o larga duración con los lugares en los cuales habitan o que atraviesan en sus trayectorias; compromisos que afectan y se desarrollan tanto a un nivel material como social y emocional.

    Abstract The introduction to this thematic dossier traces existing scholarship on current sub-Saharan African migration to and through Latin America. For analysing this migration, we propose a place-making perspective. Such a perspective enables us to illuminate the articulations between migrants’ everyday experiences and structural conditions of mobility regimes and the migration industry. Going beyond victimizing or essentializing African migrants, this approach allows a better understanding of migrants’ long or short-term engagements with the places in which they live or which they cross during their trajectories, an engagement that entails material, social and emotional aspects.

    Resumo Esse trabalho tem por objetivo construir um perfil sociodemográfico da imigração africana para o Brasil. Parte-se do aporte teórico das migrações transnacionais como recurso analítico que articula as transformações advindas da divisão internacional do trabalho aos processos que ocorrem dentro das fronteiras nacionais. Em termos metodológicos, são utilizados registros administrativos de diversas instituições brasileiras: Polícia Federal, Comitê Nacional para Refugiados e Relação Anual de Informações Sociais da Secretaria de Trabalho.

    Abstract This paper aims to build a sociodemographic profile of African immigration to Brazil. It builds on the theory of transnational migration that enables us to analyze transformations arising from the international division of labor as well as from processes that occur within national borders. Methodologically, administrative records of several Brazilian institutions are used: the Federal Police, the National Committee for Refugees and the Annual Report of Social Information of the Secretariat of Labor.

    Resumo Utilizamos os métodos de entrevista narrativa biográfica e reconstrução de caso biográfico para compreender e explicar as experiências de mobilidade de migrantes da África Ocidental no Brasil. O artigo está fundamentado na sociologia do conhecimento, na sociologia de orientação fenomenológica e na sociologia dos processos e figurações. Os resultados indicam a) a limitação de categorias restritivas para a compreensão do fenômeno, como a baseada em eixos geográficos; b) a necessidade de reconstrução dos deslocamentos anteriores e posteriores dos migrantes para explicar seus cursos migratórios; e c) a tradução dos pertencimentos étnico e religioso e de ativos pessoais e familiares em estratégias que impedem reduzir a explicação das motivações para migrar a determinantes estruturais.

    Abstract We used the methods of biographical narrative interview and biographical case reconstruction to understand and explain the experiences of mobility of migrants from West Africa in Brazil. The article is theoretically grounded on the sociology of knowledge, the phenomenological sociology, and the sociology of figurations and processes. The results point out to a) the limitations of the use of restrictive categories for the understanding of the phenomenon, as the ones based on geographic axes; b) the importance of reconstructing the movements of migrants before and after their migration courses; and c) the transformation of ethnic and religious belongings and of personal and family assets in strategies that avoid reducing the causes for migration to structural constraints.
  • Labor pathways of migrants between Africa and Latin America: the case of Senegalese in Argentina. Dossiê: Migrantes Africanos En América Latina: (In)movilidades Y Haciendo-Lugar

    Resumo En este artículo buscamos aportar una mirada antropológica a las prácticas laborales protagonizadas por migrantes senegaleses en Argentina. Abordamos ciertos procesos que concurren a dar forma y sentido al entramado laboral del que participan estas personas. Analizamos el rol de los agentes de control estatal que regulan sus prácticas laborales, los modos en que la prensa local los objetiva, así como las identificaciones étnicas de estos migrantes y su pertenencia a redes transnacionales. Desde un enfoque biográfico y transnacional concebimos las prácticas de los sujetos como estrategias de un “saber migrar” y “saber circular” (Arab, 2008). La metodología corresponde a un trabajo de campo etnográfico en el contexto de origen y destino de los migrantes. Aquí presentamos dos casos de trayectorias laborales.

    Abstract In this paper, we intend to provide an anthropological perspective of the labour practices carried out by Senegalese migrants in Argentina. We address certain processes which contribute to give shape and meaning to the labour pathways of these people. We analyze the role of state control agents governing labour practices, the ways in which local media objectifies them, as well as the ethnic identifications and the belonging to transnational networks of these migrants. From a biographical and transnational approach, we conceive the practices of these people as strategies of a "know how to migrate" and "know how to circulate" (Arab, 2008). The methodology applied is an ethnographic fieldwork in the context of origin and destination of the migrants. Here we present two cases of labour pathways.

    Resumen El siguiente artículo analiza la agencia de los miembros de una asociación de senegaleses de la ciudad de La Plata (Buenos Aires, Argentina), focalizándose en el surgimiento de la misma y en la participación de Cisé, unos de sus miembros más activos. Al mismo tiempo se describen algunas de las características sociodemográficas más relevantes de la población senegalesa de dicha ciudad. Para la recolección de datos se ha realizado una encuesta, entrevistas con distinto grado de profundidad a los referentes de la asociación y observaciones participantes que incluyeron el acompañamiento a la población senegalesa en instancias de diálogo con funcionarios públicos y la participación activa en una asamblea para intervenir en los casos de violencia contra migrantes senegaleses de la ciudad.

    Abstract The following article analyzes the agency of the members of a Senegalese association in the city of La Plata (Buenos Aires, Argentina), focusing on its emergence and on the participation of Cisé, who is one of its most active members. At the same time, some of the most relevant sociodemographic characteristics of the Senegalese population in that city are described. For the data collection, a survey, interviews in varying degrees of depth with the association’s referents and participant observations were conducted. The latter included the accompaniment to the Senegalese population in instances of dialog with public officers and the active participation in an assembly to intervene in cases of violence against Senegalese migrants in the city.

    Resumen En este artículo abordo el tema del haciendo-lugar en situaciones de desplazamiento desde la perspectiva de migrantes provenientes de la República Democrática del Congo quienes viven en la ciudad de São Paulo. A través de un abordaje etnográfico, analizo las experiencias de mujeres migrantes en un lugar de trabajo y en una parroquia evangélica. Mi intención es hacer ver cómo estas migrantes (trans)forman lugares en la ciudad, cómo se insertan en redes existentes y a qué dificultades se enfrentan en su entorno marcado por relaciones desiguales de poder.

    Abstract In this article, I focus on place-making in situations of displacement from the perspective of migrants from the Democratic Republic of Congo who live in São Paulo. Drawing on ethnographic research, I analyze the experiences of female migrants in a working place and in an evangelic church. I aim to show how migrants (trans)form places in the city, how they become part of existing networks and what difficulties they face in a surrounding shaped by unequal power relations.

    Resumo Este artigo aborda experiências migratórias de senegaleses e as conexões transnacionais que dão suporte a esse fluxo migratório, fundamentado em princípios religiosos muçulmanos da confraria murid. As reflexões apoiam-se numa pesquisa etnográfica realizada em Lajeado, Rio Grande do Sul. O eixo de análise são as trajetórias de vida de migrantes das quais nos aproximamos na Loja de Mohamed, qualificada como espaço transnacional, com ênfase nas relações de gênero instituídas com base no muridismo. O artigo contribui para pensar relações de gênero e dar visibilidade aos migrantes senegaleses em Lajeado, contingente migratório que não aparece no registro da distribuição de migrantes senegaleses no Rio Grande do Sul.

    Abstract This paper addresses the specificities of Senegalese migratory experiences and the transnational connections that support this migratory flow, based on Muslim Mourides´ principles. The reflections are grounded on ethnographic research carried out for two years in a small city of Rio Grande do Sul. The analysis focuses on life stories of migrants whom we have met at Mohammed’s store, qualified as a transnational space, and emphasizes particularities of these stories observed in gender relations laid down by Mourides. This study deals with gender relations and gives visibility to this migratory contingent, which does not appear in the record of the Senegalese migrants distribution in this state.

    Resumen Mientras algunos estudios migratorios proponen un rol estatal preponderante, otros declaran que la globalización y el transnacionalismo tienen un poder estatal reducido. Existe una ambigüedad acerca de cuán influyente es el Estado de destino, particularmente en relación a los individuos, en materia de decisiones migratorias. En este artículo, se plantea una aproximación teórica-conceptual para analizar la relación entre el migrante (emigrante e inmigrante) como unidad individual y el Estado en regímenes democráticos contemporáneos en términos de control migratorio. Desde una perspectiva de la economía política, se clarifica cuáles son las condiciones políticas y legales necesarias y suficientes durante la trayectoria migratoria. Las decisiones estatales circunscriben quién migra e indican cuáles países de destino continúan intentando ejercer el control mediante lo que se conceptualiza en este análisis como “burocracia post-migratoria”. El examinar cómo estas barreras estatales afectan la agencia de los individuos permite luego investigar la integración de los inmigrantes.

    Abstract Some migration literature present a predominant state role, whilst others convey that globalization and transnationalism have resulted in reduced state power. There is ambiguity regarding the destination state’s influence, as compared to individuals, in migration decisions. To fill this gap, I suggest a conceptual theoretical approach for analyzing the relationship between a migrant (emigrant and immigrant) and the state within contemporary democratic regimes of migratory control. Through a political economy lens, I define which political and legal aspects are necessary and sufficient conditions during the migrant trajectory. State decisions dictate who migrates and show which destination countries continue to attempt to control migration, through what I define as ‘post-migration bureaucracy.’ Examining how state limits affect individuals’ agency allows for supplementary research on immigrants’ integration.
  • Beyond vigilance and control. Bolivian migration and regularization policies in the city of La Plata, Argentina Artigos

    Resumen El artículo aborda el modo en el que en torno a la implementación de programas de documentación para migrantes y a la posibilidad del acceso de las personas a los “papeles” se constituyen procesos políticos que transforman el lugar de los/as arribados/as en la sociedad de destino, focalizando en el caso de la migración boliviana a la ciudad de La Plata. De esta manera, indagamos en una dinámica en la que agencias consulares e instituciones sociales, sindicales y partidarias locales situaron a los/as migrantes como actores relevantes en el marco de sus objetivos y fueron parte del desarrollo de procesos de movilización y elaboración de demandas novedosas. Se busca sostener, entonces, dos argumentos: en primer lugar que los documentos de identidad -y las políticas destinadas a facilitar su tramitación- pueden ser objetos con una productividad política mucho más compleja que la restringida a la vigilancia y el control. Y, en sintonía, frente a los discursos que señalan que los programas de regularización operan como una forma de continuidad de lógicas securitarias, apostamos a demostrar que junto con la Ley 25.871 formaron parte inescindible de una dinámica de posicionamiento ciudadano de las personas bolivianas que impacta en diferentes aspectos de sus vidas.

    Abstract The article discusses the way in which around the implementation of documentation programs for migrants and the possibility they provide of access to "papers" political processes that transform the place of those arrived in the target society are constituted, focusing on the case of the Bolivian migration to the city of La Plata. In this way, we investigated a dynamic in which consular agencies and social, labor and support institutions placed migrants as relevant actors within the framework of their objectives and were part of the development of processes of mobilization and elaboration of innovative demands. We seek to hold two arguments: first, that identity documents -and policies designed to facilitate their processing- can be objects with a political productivity that is much more complex than that restricted to surveillance and control. And, in consonance, in front of the speeches that indicate that regularization programs operate as a form of continuity of security logics, we aim to demonstrate that together with Law 25,871 they formed an essential part of a dynamic of citizen positioning of Bolivian people that impacts in different aspects of their lives.
  • The reception of international students: Brazilians and Timorese in Portugal Artigos

    Resumo Este artigo pretende analisar como Portugal tem acolhido os seus estudantes internacionais. Baseando-se em dois projetos de pesquisa relativos ao ensino superior português, irá apresentar um estudo comparativo entre o acolhimento que Portugal tem proporcionado aos oriundos do Brasil e do Timor-Leste, na ótica desses alunos. Ambas as investigações, através do recurso ao método de análise qualitativo (entrevistas realizadas a esses estudantes), chegaram a uma confluência de interpretações sobre o modo como estes estudantes vêm sendo recebidos nas universidades portuguesas. Além disso, enquanto uma pesquisa completou esta análise utilizando, também, um método quantitativo (aplicação de um questionário online), a outra utilizou o método etnográfico. Conclui-se que, neste aspecto, ainda há muito a ser feito, como uma maior atenção às dificuldades de brasileiros e timorenses com o Português de Portugal, mais sensibilização dos professores para com os estudantes provenientes de sistemas educacionais distintos, maior divulgação dos serviços disponíveis pelas universidades aos estrangeiros e apoio efetivo e afetivo na chegada ao país de destino.

    Abstract This article aims to analyze how Portugal has hosted its international students. Based on two ongoing research projects related to Portuguese higher education, it will present a comparative study between the reception that Portugal has provided to the natives of Brazil and Timor-Leste, from the point of view of these students. Both investigations, through the method of qualitative analysis (interviews conducted with these students), reached a confluence of interpretations about the way these students have been received in Portuguese universities. In addition, while a research completed this analysis using, also a quantitative method (application of an online questionnaire), the other used the ethnographic method. It is concluded that, in this regard, there is still much to be done, such as greater attention to the difficulties faced by Brazilians and Timorese with Portuguese language from Portugal, more teachers' awareness of students from different educational systems, greater dissemination of available services universities and effective and affective support upon arrival in the country of destination.
  • Migratory Configurations: A Reflection for Three German Scenarios Artigos

    Resumen El artículo presenta una reflexión etnográfica sobre las configuraciones de la experiencia migrante en siete ciudades de tres estados alemanes. Partiremos por situar, en el segundo apartado, el contexto migratorio en Alemania, a través de una síntesis de datos oficiales estadísticos. En el tercero, presentamos nuestras observaciones sobre el contexto migratorio en las ciudades del estado de Turingia. En el cuarto, en las ciudades de Hesse y, en el quinto, en las de Renania del Norte-Westfalia. Cerramos con reflexiones sobre las configuraciones migrantes en estos tres territorios de Alemania.

    Abstract The article presents an ethnographic reflection on the configurations of the migrant experience in seven cities of three German states. We will start by situating, in the second section, the migratory context in Germany, through a synthesis of official statistical data. In the third, we present our observations on the migration context in the cities of the state of Thuringia. In the fourth, in the cities of Hesse and, in the fifth, in those of North Rhine-Westphalia. We close with reflections on the migrant configurations in these three territories of Germany.
