A gestão educacional na interseção das políticas federal e municipal

The article refers to the research accomplished with views to apprehend and to analyse the educational administration that is engendered in the intersection of the national and municipal politics, establishing as the main point the relationahip between proposition and execution of those politics. It begins with a critical analysis of the national politics of educational administration and, in the itinerary, it evidences the reflexes of that politics in the local sphere its connection between the municipal politics, as well as the individual characteristics of the local educational administration. It puts in evidence a pattern of local administration determined by the condensation of adhesion movements, resistance and of denial to the national politics, which logic differs of the one that sustains the national propositions. Face to the results, the effectiveness and the consitency of the national politics for the annouced purposes is questioned, and the impropriety of the simplification in the treatment of the problem of the administration is aimed.
