Organizations and institutional answers to State reform policies

This article analyses patterns of answers from organizations of direct management of Brazilian Federal Executive power to policies of fiscal adjustment in the 1990's. Based in the argument of repeated games of incomplete information, the analysis aims to show and explain why, even when faced with policies attempting to reduce the size of governamental expenditure, expenses with personnel and the number of functionaries tend to persist in time.
