FAVELA REMOVALS IN RIO DE JANEIRO: FORMS OF GOVERNMENT, JUSTIFICATIONS, AND TEMPORALITIES

Abstract

The production of displacement has been one of the mechanisms most commonly used to govern the urban sphere, making it essential to think about its effects and consequences in the shaping of cities today. In this study, we will start from a specific state intervention to think about a modality of population management in the municipality of Rio de Janeiro: favela removals. Our goal is to understand such processes by describing three interconnected planes of practices: first, that related to the production of a justifying narrative; then, that related to concretely mobilized government strategies. In this case, we will describe numerous ethnographic scenes from which we will enumerate distinct governmental tactics to produce forced displacement. Finally, we will seek to show the disputes around the temporal configuration of these removal processes based on the description of some resistance experiences developed by residents and other social actors involved in confronting these removals.
