ANALYZING THE REDUCTION IN THE NUMBER OF ADOLESCENTS DEPRIVED OF LIBERTY: COMPARING HYPOTHESES IN THE GLOBAL NORTH AND IN BRAZIL

This study analyzes the decline in the number of adolescents in custodial socio-educational measures in Brazil since 2015. Via a literature review, this study compares the hypotheses formulated in Brazil with those discussed in Global North countries, such as England, Wales, and the United States. While in these countries the reduction is attributed to legal reforms, diversion policies, and cost rationalization, in Brazil, explanations range from legal and administrative changes to shifts in policing and territorial dynamics. The hypothesis of lethal police violence emerges as a distinctive factor in Brazil. This study also highlights structural limitations in data production and integration regarding the national socio-educational system that hinder the empirical analysis of the proposed hypotheses.
