Open-access Public health managers’ perception of the digital transformation of the SUS: Case study

ABSTRACT

This study aims to analyze the perception of managers of the Unified Health System (SUS) regarding the process of incorporating digital health. This is a qualitative study conducted based on semistructured interviews with 23 state and municipal health managers. The data produced were interpreted based on content analysis and thematic organization. The results demonstrate a set of health technologies absorbed, with emphasis on the use of electronic medical records; health information systems; telehealth; applications, artificial intelligence, and monitoring and evaluation panels. The induction process is presented through ministerial policies and programs, local demands, managers’ initiatives, and supply from the private health market. The potential of technological incorporation includes increased access, improved work processes, and the monitoring and evaluation of epidemiological indicators. The challenges relate to private sector lobbying, structural deficiencies in health services, a shortage of technology professionals in the SUS, and worker training. It is concluded that digital absorption in healthcare needs to be associated with the principles of the SUS, valuing work and training in healthcare and defending users’ rights.
