The objective of the study is to capture the perception of different social actors (dentists, users and managers) on the introduction of oral health team in a Family Health Strategy (FHS) in a city of Rio Grande do Sul (RS). It is a hermeneutic-dialectic study with qualitative approach. It was used a semi-structured interview for data collection. The results show that the most noticeable changes are the improvement of the physical structure and the increased provision of clinical care. The users seem not to understand the FHS. This study suggests that the traditional model, which aims primarily at curative, was not overcome with the implementation of FHS.
