Brazilian National Health System of everybody: the legal and the real oneThe State and Government health public policies are approached under the perception of how the Executive has been assuming its constitutional responsibility of forming and carrying out strategies that implement the Brazilian National Health System since 1990: the consistent and inconsistent ones with the constitutional principles and guidelines of social security and of health. The daily practice of this contradictory and its result suggest a real possibility of force of another health public policy, which is ‘equalized’ to the 78% of people that are not affiliated in health insurance private plans and to complement the 22% that are affiliated, with a stratified accessibility, according to several social segments. Insufficiencies and mistakes are also recognized in the implementation of strategies from federated states (managers and social control), from the Sanitary Reform movement and from entities and social movements as to make politics. Finally, recommendations based on enlargement of the political discussion have also been presented, involving Executive, Legislative, and Legal, the Public Prosecution Service, and civil society bodies and movements. This text aims at improving previous texts to contribute for the II National Symposium of CEBES, to the Strategic Health Agenda for Brazil and for the elaboration of the 14th Health National Conference.
