From tutelage to citizenship: social construction of users’ images in social assistance policy

Abstract

This article examines the social construction of the social assistance target population in Brazil. We undertake a qualitative study based on document analysis in order to identify the frameworks used in legal and administrative documents to designate groups covered by social assistance services in different periods. The analysis is referenced in public policy analysis, specially the contributions on policy design and social construction of target populations. We conclude that different images of the target population were associated with different historical moments of social assistance policy and that the recent reconfiguration process, based on the notion of citizenship, was fostered by a reformist policy community. When community members expanded their influence in decision-making arenas, the idea of users as citizens, whose condition of need should be broadly defined, was reinforced in the normative framework that came to structure the Unified Social Assistance System (Usas).
