Network features and limitations of Latin-american Environmental Prosecutor: the case Upper Paraguay River Basin

This work aimed to investigate the functionality, limitations and stages of dialogue for the conservation of the Upper Paraguay River Basin (BAP), through the Latin American Network of Environmental Pro secutors, based on research, quantitative, exploratory, and descriptive and interviews semi-structured information for members of this network. It was found through the data collected, the process of dialogue and diplomatic actions to preserve in common to the countries belonging to the BAP is the real purpose of the network, dismissing the idea that his creation was to propose legislation and create unique conservation the three countries in this region. We also observed that by the promoters that the inclusion of environmental laws in the forest code and the federal constitution of each country would be the first step in a dialogue, homogeneous among members of different countries, the establishment of diplomatic agreements, which allow better integration and monitoring.
