Abstract
From the analytical lenses of policy design and policy instruments, added to the perspectives of comparative public policies, this article sheds light on the relationship between problem formation and choice of instruments by verifying that not only problems and solutions can vary in this complex decision-making arrangement but the instruments used for the promotion and implementation of sectorial public policies can also be different. This article aims to contribute to the debate about policy design from a comparative public policy analysis perspective, shedding light on the differences and similarities in the design, its instruments, and tools, of youth policies in the cases of Brazil and Mexico.
