Starting with a discussion about a co-evolution of conceptual and analytical ideas about the innovation process and the design of industrial and technological policies in developed countries, the paper argues that the misunderstanding of the specificities of the innovation process has led to the design and implementation of adequate policies to deal with the threats and opportunities faced by the Brazilian economy and society.
