The present work describes a proposal for evaluation of mental health services, harnessing it to the proposal of transformation of the care model, and accomplishing a critical reflection. We understand that the evaluation takes, besides its technical function, a political one, in serving as a support instrument in the effective implantation of the substitutive services to the psychiatric hospital-centered model, as a device, among others, in to search of the consolidation of the psychiatric reform model.
