Abstract:
This article has as main objective to read the Brazilian transition to democracy based on the analysis of the professional trajectory of the ex-delegate of the Civil Police of São Paulo, Romeu Tuma, and to demonstrate the difficulty that there was at that moment in promoting profound institutional changes in law enforcement agencies, based on the specific example of the Federal Police. This debate will be held in the light of two interconnected theoretical sets: a debate on Transitional Justice and a neoinstitutionalist debate that considers the specificity of the rules of the game on the reformulation of institutions linked to the sectors of national security and defense.
