The stable military power as veto players in issues related to the political amnesty in Brazil

The study aims to show why since 1979 the Brazilian military had been able to act as veto players whenever the debate about Amnesty Law was argued. Our hypothesis is that this veto power is explained by the existence of a large military autonomy before, during and after the dictatorship, associated with low levels of human rights culture in Brazilian society and the low interest of Congress and government in general about Armed Forces issues.
