ABOUT THE JOURNAL

 

About Us

 

Cadernos Gestão Pública e Cidadania’s (CGPC) mission: to encourage the production and dissemination of relevant theoretical and practical knowledge in administration, public policy, and related areas of knowledge.

CGPC’s vision: to be a journal with an outstanding contribution to the advancement of studies involving the Brazilian public sector, providing relevant content to prepare social actors committed to the development of management and public policies.

Main objectives of CGPC: 1) to disseminate excellent scholarly works on management and public policies; and 2) to contribute to the advancement of theorization about the Brazilian public sector as a leading actor or in partnership with other sectors.

CGPC’s target audience: managers, professors, researchers, and those interested in topics related to the Brazilian public sector.

Our History

 

Launched in 1997 by the Center for Studies in Public Administration and Government (CEAPG), the journal Cadernos Gestão Pública e Cidadania (CGPC) has increasingly gained space in academia in the fields of management and public policies. The journal has sought dialogue with the most relevant networks in these fields and with similar countries of the South-South axis.

Timeline highlights:

  • 2011: digitization of the entire collection and migration to publishing exclusively online in open access, with all expenses subsidized by FGV EAESP.
  • 2012: professionalization of editorial management with a specialized team from FGV EAESP.
  • 2013-2018: the journal was indexed in the most important database and index systems in the world: WoS/ESCI, Latindex, REDIB, EBSCO, ProQuest, Gale-Cengage Learning, Cabell’s Publishing, OASISBR, Diadorim, Open Academic Journals Index, LAReferencia, LatAmEstudios+, RCAAP.
  • 2017: Qualified as B2 in the Brazilian agency CAPES’ evaluation system for scientific journals (Qualis)
  • 2018: First call for papers for a special issue “Municipal and State Public Finances in Brazil.” The journal launched the first workshop on article improvement: Municipal and State Public Finance Forum in Brazil
  • 2020: The journal begins the Continuous Article Publication (CAP) model, making research results faster available.
  • 2021: Hosting webinars to strengthen the debate on themes to publish special issues and other emerging topics.
  • 2022: 1) Inauguration of a new graphic-visual project. 2) Launch of the section Contemporary Brazil. 3) Launch of the section Technological Article. 4) Indexing in the DOAJ-Directory of Open Access Journal.

CGPC is supported by the Fundação Getulio Vargas’s São Paulo School of Business Administration (FGV EAESP), the first business administration school created in Brazil in 1954, and currently the only holder of triple international accreditation: AACSB, EFMD, and AMBA.

FGV EAESP has 240 professors and around 4000 students in undergraduate programs and executive and academic graduate programs.

The institution has 20 applied research centers and is recognized for its organizational and social impact, having received the EFMD Business School Impact System (BSIS) certificate in 2021.

 

 

Regularity

 

CGPC is published exclusively online, with open access without restrictions.

The journal uses the Continuous Article Publication (CAP) model, making research results faster available in a single volume per year.

Authors do not pay an article processing charge (APC) or any other fee to publish in CGPC.

 

 

Archiving Policy

 

As an archiving policy, CGPC uses the LOCKSS system, developed by Stanford University, to create an archive distributed among the participating libraries. The system allows these libraries to create permanent journal archives for preservation and restoration purposes. More information at http://lockss.org.

CGPC is also part of Rede de Serviços de Preservação Digital Cariniana do IBICT (IBICT Cariniana Digital Preservation Services Network), which preserves any Open Journal System [OJS] journal in Brazil. They are also included in deposit policy directories, such as Diadorim.

Open Science Compliance

 

CGPC adhere to the Open Science Green model, encouraging authors to share their paper.

The CGPC author uses the Open Science Compliance Form in the article submission process.

 

 

Ethics in Publication

 

Cadernos Gestão Pública e Cidadania (CGPC – acronym in Portuguese;  Public Management and Citizenship Journal)  is a journal of the Getulio Vargas Foundation School of Business Administration (FGV EAESP) published by FGV EAESP Pesquisa & Publications’ journals area.

CGPC is committed to practicing and disseminating ethical conduct according to the patterns established by the FGV Ethics Compliance and by national and international institutions that regulate ethics and integrity standards for scientific publications, such as the Committee on Publication Ethics Code of Conduct (COPE), Singapore Statement on Research Integrity, Academy of Management (AOM) Code of Ethics; SciELO Guia de boas práticas para o fortalecimento da ética na publicação científica, Boas Práticas da Publicação Científica: um manual para autores, revisores, editores e integrantes de Corpos Editoriais da ANPAD, Código de Boas Práticas Científicas da FAPESP, Ética e Integridade na Prática Científica do CNPq.

Additionally, in the diligences involved in protecting copyrights, the articles submitted for publication in the CGPC are checked for similarities with iThenticate software, an internationally recognized professional platform, before being forwarded to desk review, and the Editor-in-chief is in charge of deciding whether or not to forward them to be evaluated as exclusively unpublished papers. Any suspicion of plagiarism will be handled accordingly to the COPE policies.

Therefore, to participate and perform a role in the scientific certification and publication in the CGPC – authors, reviewers, editorial committee, associate editors, deputy editors, editor-in-chief, editorial team – full adherence to the main code of ethics and conduct informed above is required, and also to position oneself as a reference of conduct and ethical integrity.

Focus and Scope

 

Cadernos Gestão Pública e Cidadania (CGPC) is a scientific journal publishing scholarly works in two areas of knowledge: public administration and public policies, encompassing interrelated areas such as environmental science, health, tourism, social service, and others in which public administration and public policies are transversal.

CGPC offer a platform with a plural methodological orientation open to qualitative, quantitative, and multi-method studies. It privileges studies presenting innovative methods with scientific rigor and relevance that offer clear contributions to the advancement of knowledge.

Submitted studies should involve state and parastatal organizations, as well as the various actors of the public sphere, including public-private sector partnerships, civil society organizations, philanthropic initiatives, social organizations, government agencies, and local production arrangements. The journal also welcomes intra-organizational studies offering analysis at the individual, group, or organizational levels.

Studies should refrain from merely replicating administration analytical models in the context of the public sphere. It is essential to contextualize, translate, and interpret the results based on the characteristics of the Brazilian public sphere.

CGPC publishe theoretical development articles, empirical studies, literature reviews, position papers, and essays, and technological articles.

EDITORIAL POLICY

Preprints

 

CGPC accept articles published in preprints repositories (e.g., SciELO Preprints, Fighshare, Zenodo, arXiv, PeerJ Preprints, SOC ARXIV) and encourage authors to anticipate the release of previous versions of their work. Thus, it contributes to the dissemination of research and collaborations among peers.

 

 

Peer Review Process

 

The reviewing process begins once the editorial staff receives the submitted article. Immediately, the manuscript is evaluated for format adequacy. If approved, it proceeds to similarity tracking (iThenticate) and then forwarded to the editor-in-chief for desk review. This process results in rejection or continuation of the peer review process, composed of three steps:

1) Editor-in-Chief screening: The editor examines the suitability of the scholarly work to the journal’s editorial line and potential for publication. If they consider the manuscript is outside the editorial line or below the competitive standard of the publication, the editor-in-chief may reject it immediately. Otherwise, designate it to a member of the Scientific Editorial Board;

2) Preliminary evaluation by a member of the Scientific Editorial Board, who aims to identify the contribution of the article to its area of expertise;

3) Peer review, by at least two reviewers: coordinated by a member of the Scientific Editorial Board of the article’s area of expertise, it consists of the interaction between the authors and at least two expert reviewers who, when evaluating the work, make comments and suggestions for improvement. This stage involves continuous reassessments and joining efforts to improve the articles.

Open peer review options

In the section Technological Article and Contemporary Brazil, the peer review process is open at all stages.

In other sections, the CGPC:

  • Identifie the name of the associated editor responsible for the reviewing process in the published article.
  • Offer the possibility of identifying the reviewers in the published article.
  • Offer the option of publishing the reviewers’ report with or without identifying reviewers.
 

 

Open Data

 

CGPC recommend that authors deposit data and all research materials in data repositories, contributing to data storage, access, and sharing.

Furthermore, the CGPC recommend that authors follow the SciELO guidelines: Guia TOP; Guia de citação de dados de pesquisa; Lista de repositórios para depósito de dados de pesquisa.

 

 

Fees

 

Authors do not pay an article processing charge (APC) or any other fee to publish in CGPC. Readers do not have to pay to access the content. CGPC follow the Open Science Diamond model, in which the publishing institution subsidizes all expenses.

Ethics and Misconduct, Correction and Retraction Policy

 

The CGPC follow the policies established in the SciELO Guidelines on Best Practices for Strengthening Ethics in Scientific Publication, and by the Committee on Publication Ethics (COPE) / Flowcharts in case of violation of good practices in scientific production and publication.

The CGPC follows the Guide for the Registration and Publication of Errata when an errata is required.

 

 

Policy on Conflict of Interest

 

CGPC authors, evaluators and editors must declare any conflicts of interest when participating in the manuscript submission or evaluation process. (See Ethics & Conduct and Guidelines for Authors)

A conflict of interest is any personal, intellectual, commercial, political, academic or financial issue.

Conflicts of interest may occur when authors, reviewers or editors have interests that may influence their writing or evaluation of manuscripts. Read more: Disclosure of Financial and Non-Financial Relationships and Activities, and Conflicts of Interest.

 

 

Adoption of similarity software

 

In the second phase of manuscript evaluation, format checking is carried out,    followed by similarity tracking by iThenticate. Only then is the article forwarded to the editor-in-chief for desk review and starts the evaluation process. The similarity report is analyzed in detail regardless of the signaled similarity index, as this indicator is always important even if there is no maximum or minimum index. By way of illustration, if the similarity index is high (for example, 30%) due to the article originating from work presented at a conference by the author himself, this will not prevent the article from proceeding to the next stage of peer review. However, if it is a percentage of, for example, 5%, but represents reproduction of someone else's work without properly identifying the source, the article is returned to the author for justification or correction. Each report is considered a unique case and is treated diligently individually. In case of attention due to similarity, the author is always consulted before the editor-in-chief makes a decision, and, based on his or her conduct in the situation, justification or correction, the article can continue in the peer review process or can be rejected.

 

 

Gender and Sex Issues

 

CGPC asserts its commitment to the promotion and dissemination of knowledge as a common good, with equity and justice, involving the principles of Diversity, Equity, Inclusion, and Accessibility (DEIA) and in this way promotes inclusive governance with diverse and minority audiences. Consequently, CGPC confirm its efforts in favor of the Sustainable Development Goals (SDG/UN), with emphasis on objectives 5-Gender Equality and 10-Reduction of inequalities.

  • the contribution of each author is informed based on the CRediT criteria;
  • the corresponding author is indicated;
  • the authors’ data is provided: e-mail, institutional affiliation (main unit/subunit or department), city, state, and country;
  • the link to the individual ORCID page is informed;
  • the link to the individual CV Lattes page is informed (for Brazilians);
  • include research funding information;
  • declare the possibility or not of conflicts of interest in carrying out and communicating the research. Scholarly works with relevant implications for practice and research in management and public policies are the priority of the editorial policy of the journal Cadernos Gestão Pública e Cidadania (CGPC).

 Formatting guidelines

  • Submission language: Portuguese, English, or Spanish. 
  • Length: Between 5000 and 8000 words – full text, including title, abstract, and five keywords (in all three languages Portuguese, English, and Spanish). Including also tables, figures, and references.
  • Font: Arial, size 12.
  • Alignment: Justified.
  • Line spacing: 1.5.
  • Italics: Used to highlight words and/or expressions in foreign languages, titles of books, and journals.
  • Bold: Used for titles and subtitles.
  • Quotation marks: Used in direct quotes of up to 40 words.
  • Authorship: The authors should not be identified anywhere in the manuscript, preserving anonymity.
  • Title must be written in the three languages.
    • TITLE: All caps + bold + justified. Respect the limit of 80 characters with spaces.
    • Title: Upper/lower case + bold + italics + justified.
    • Title: Upper/lower case + bold + italics + justified.
  • Abstract must be written in the three languages.
    • The words ABSTRACT | RESUMO | RESUMEN: All caps letters + bold. The text of the abstract must have a maximum of 150 words; Upper/lower case; single paragraph.

  • Paragraphs: Indentation of 1.25 cm. The first paragraph of each section is not indented.
  • Footnotes and endnotes: CGPC does not publish footnotes and endnotes. Where relevant, insert the content into the body of the text.
  • Acknowledgements: Acknowledgements of funding institutions and copyright holders, in the case of reproduction, must be sent in a separate file; after approval, when the manuscript is published, the note(s) will be inserted at the end of the article. Example: We thank Fapemig, CNPq, and CAPES
  • Abbreviations: When a term is presented for the first time in the text, it must be written in full, followed by its abbreviation in parentheses. Subsequent mentions may be abbreviated without explanation. You should not switch between abbreviated and full forms. Example: Supply Chain Management (SCM).

Tables and Figures 

Tables and Figures follow the format described in the Publication Manual of the American Psychological Association (APA) (7th edition) and must be inserted throughout the text. These elements must be submitted in editable format and if it is colored it has been transformed into gray or black tones. They must not be sent in separate files.

Tables must contain numerical data and/or textual information. They display a number in bold, title, and information between rows and columns.

Figures are any non-textual representation, such as graphs, maps, and photographs. They must have a number in bold and a title. 

Attention

  • The excess of tables and figures jeopardizes the text’s readability.
  • Tables and Figures will be published in Black and White to according the Journal's graphic design.
  • Make sure that all tables and figures are referenced in the text.
  • CGPC do not publish annexes and appendices. When relevant, the information must be incorporated in the body of the text or as a Table/Figure formatted following APA style.
  • The use of images/photographs should be avoided. If essential, the source and authorship must be included. If the author of the manuscript is not the author of the image/photo, after approval of the article for publication, CGPC  will request authorization for its publication. It should be noted that the legal department of Fundação Getulio Vargas will evaluate the validity of the license granted. The same procedure applies to images of people. The authorization provided for the use of the person’s image must be sent to CGPC. 

Equations and Hypotheses

These elements must be standardized following the APA style (7th edition).

Equations should be numbered with Arabic numerals in parentheses, right-aligned. 

Examples:

x2 + y2 = z2                       (1)
(x2 - y2)/2 = z                     (2)

Hypotheses should be right-aligned and numbered with Arabic numerals. The numbering must be preceded by the abbreviation “H.”

Example:

H1: Top management leadership has a positive and significant influence on alliances and resources. 

Citations and References

Citations and references must follow the APA style 7th edition.

 

 

Section: Contemporary Brazil

 

Reflective texts in the form of essays or thoughts. The articles are composed of freer forms of scientific contribution and are characterized by critical and creative approaches, revealing new perspectives and leading readers to reflections on relevant topics in the area. The texts must have a consistent theoretical basis and point to a path of innovation or improvement in relation to the issue being addressed.

Submission and reviewing process

Submitted manuscripts will be evaluated by the guest editor responsible for the section, Professor Marco Antonio Carvalho Teixeira (FGV EAESP). At the time of submission, the authors must select the section “Contemporary Brazilian Scenario.” The guest editor may invite authors to submit their manuscripts to the section.

Formatting guidelines

  • Submission language: Portuguese, English, or Spanish.
  • Length: Between 3000 and 5000 words – full text, including title, abstract, and five keywords (in all three languages Portuguese, English, and Spanish). Including also tables, figures, and references.
  • Font: Arial, size 12.
  • Alignment: Justified.
  • Line spacing: 1.5.
  • Italics: Used to highlight words and/or expressions in foreign languages, titles of books, and journals.
  • Bold: Used for titles and subtitles.
  • Quotation marks: Used in direct quotes of up to 40 words.
  • Authorship: The identification of authors is restricted to the registration form in the submission system. The authors should not be identified anywhere in the manuscript, preserving anonymity.
  • Title must be written in the three languages.

Section: Technological Article

 

Technological articles are reports of experiences lived in daily public administration, tackling practical issues and issues related to public policy management. These articles emphasize the knowledge obtained from the practical results achieved and focus on innovation regarding building alternatives to immediate problems in managing the organized social life.

The scientific rigor (theoretical, methodological, and writing) must be observed as in any other type of academic text.   

Submission and reviewing process

Submitted manuscripts will be evaluated by the guest editor responsible for the section, Professor Fernando de Souza Coelho (EACH-USP). At the time of submission, the authors must select the section “Technological Article”. The guest editor may invite authors to submit their manuscripts to the section.

Formatting guidelines

  • Length: up to 4000 words – full text, including title, tables/figures (if any), and references.
  • Font: Arial, size 12.
  • Alignment: Justified.
  • Line spacing: 1.5.
  • Italics: Used to highlight words and/or expressions in foreign languages, titles of books, and journals.
  • Bold: Used for titles and subtitles.
  • Quotation marks: Used in direct quotes of up to 40 words.
  • Executive Summary: (maximum one page)
  • Presentation of the public policy argument/problem situation and theoretical foundation (up to two pages)
  • Research methodology (presentation of instruments and data sources) (one page)
  • Results and analysis (up to five pages)
  • Public Policy Considerations and Recommendations (one page)
  • References - one page

In addition to tables and figures, texts with an Appendix duly inserted and highlighted in the text will be accepted.
