SOARES, Isabelle Oliveira; CARVALHO, Aline Werneck Barbosa de; RIBEIRO FILHO, Geraldo Browne  e  PINTO, Neide Maria de Almeida. Real estate interest, governmental action and right to the city: the case of the program "Minha Casa Minha Vida" in Uberaba, Minas Gerais State. urbe, Rev. Bras. Gest. Urbana [online]. 2013, vol.5, n.1, pp.119-131. ISSN 2175-3369.  https://doi.org/10.7213/urbe.7789.

The program "Minha Casa Minha Vida" (PMCMV) is the most important initiative to reduce the housing deficit in Brazil in recent years. While acknowledging its quantitative impact to reduce the deficit in the supply of low-income housing, this program is being criticized, especially because of its inadequate urban insertion. This article aims to discuss how the performance of the real estate market, linked to the interests of local government, has led to the location of housing developments of the PMCMV in Uberaba, a medium-sized city located in the Triangulo Mineiro Region, Minas Gerais, Brazil. The survey was conducted from collecting data on urban planning instruments at Uberaba and from field research that included interviews with key stakeholders in the provision of housing, besides data collection "in situ". From this case study, we tried to illustrate the relationship between the redirection of federal funds to the private housing market and the urban and housing policies. The results indicated that, despite being a city with adequate administrative and institutional capacity, with current laws and urban master plan approved in 2006, the developments of PMCMV were not deployed in areas previously identified for social housing.
