Basic education teachers' valorization and accountability policies: what is new in the PNE?

Abstract:

Changes in the educational system have been occurring worldwide, in a way that it now demands broader and more controlled results regarding schools' tasks, also associated with performance ratings and greater teacher management responsibility. Using the studies on education regulation as a reference, this paper intends to analyze current educational policies in Brazil, which encourage to measure schools' as well as teachers' performances based on students' grades in large scale tests, like the Índice de Desenvolvimento da Educação Básica (Ideb) [Basic Education Development Index - BEDI], and other state evaluation systems. Based on the data analysis of research on basic education teaching work, it is questioned: What is the teachers' perspective towards current accountability policies? What is being proposed for reflection by this text is an analysis of the probable correlation/association between teachers' merit stimulus and the policy of valorization of basic education teachers, such as career progression, readjustments, and salary bonuses that could be being proposed by the Plano Nacional de Educação (PNE), Lei nº 13.005/2014 [National Education Plan - Law n. 13.005/2014].
