This article demonstrates the advance of theoretical analyses about the influence of the "enterprises's pattern of administration" in the management of brazilian educational system. It points out the necessity to evaluate the practical experiences of democratic administration of the basic education level developed by the municipal administration with a popular and democratic character in order to expand and to materialize these experiences based on the advanced conceptions of education elaborated by progressive educational sectors.The hegemonic groups in the city, state and federal levels of the government used to assimilate these progressive conceptions to redefine them towards their insterests. Some examples are presented and also some suggestions of political and pedagogical procedures to expand opposed tendency among teachers in the schools, against the government politics, realized according the determinations of the World Bank . This progressive sectors of education needs to rescue the principles, conceptions and the methodologies that were ignored by the government in the context of the "Oficial LDB" to develop The National Plan of Education.
