Abstract: This paper seeks to understand how social participation is configured in governance arrangements established by the municipality of Viçosa and also the challenges of local government in adopting participatory governance. The study has a qualitative approach, with interviewing as the main technique for collecting data. It is concluded that the local government analyzed does not have participatory governance instituted.
