Limites e contradições de um modelo decisório inovador

Usually presented as an alternative to the traditional models of cities' management and as an improvement of the democracy, the participative procedure of budgeting intends to %J establish a new articulation pattern between organized interests and the State. Still then, sometimes, this procedure is not recognized or legitimated by the legislative power, showing the deep conflict with the executive power, already strong in a presidential system. Some essays to put it practice the Orçamento Participativo as, for example, the one of Salvador's Municipal City Hall, in spite of his democratizing nature, have not succeeded, not even as a management experience capable of distributing public resources with more efficacy and social equity. In this way this article examines the institutionalization's initiative of Orçamento Participativo as a process insert in a space submitted to a logic of conflictant interests of the society, of the administrative's spheres and power's instances, and strongly conditioned by the judicial and operational forms with which we try to manage these conflicts. Fixing in the doctrinaires aspects that fundament it, this reflection is conducted in one hand to show the possibility of the Orçamento Participativo as an alternative of construction of new mechanisms of public management, on the other hand trying to show the contradictions, the ambiguities and the restraints put to its application as an instrument of renewal of governance.
