The Unified National Health System in Brazil as Viewed by Faculty Members from the School of Medicine at the Federal University in Santa Catarina

Abstract:

Brazil’s Unified National Health System (SUS), created under the 1988 Federal Constitution, calls for the training of requisite human resources for the system’s effective implementation, among other provisions. The 2001 Curriculum Guidelines Act for medical schools provides that academic trainind should based on the principles laid out for the National Health System and should be focused on meeting the System’s needs in terms of case-resolving capacity and quality. According to the CINAEM report, the medical school faculty is one of the main determinants of medical training. Based on the promises, a study was conducted at the Federal University in Santa Catarina, aimed at understanding medical professors’ concepts concerming the National Health System. The study used a qualitative methodology based on analyses of deisclosure contente from nine intreviewers and highlighting four key issues: the struture and organization of the National Health System; the right to health; principles and constituition; and participation by the System’s clientes. According to the study, the medical schol professor interviewed were unifamiliar with either the National Health System’s principles or the Constitutional provisions in relation to health, while disagreeing with the scope or range of care provided by the National System and ignoring how social control of the System operates.
