Abstract
This article analyzes the regulation of the teacher training for university professors offered in master's and doctoral courses in postgraduate programs in Law (PPGDs) at the University of Fortaleza (UNIFOR) and the Federal University of Ceará (UFC). The research, of documentary character, was developed from the following guiding question: how does the regulation of teacher training for university professors offered in the master's and doctoral courses of the PPGDs of UNIFOR and UFC occur? Through documentary analysis, the National Education Guidelines and Bases Law (LDB) n. 9.394/1996 were addressed, the evaluation and regulation documents prepared, from 2017 to 2019, by the Coordination for the Improvement of Higher Education Personnel (CAPES), the current Internal Regulations in 2020 and the programs of the disciplines offered by both PPGDs. The analysis of the documents made it possible to realize that, currently, the LDB little regulates the training of professors in postgraduate education, which, consequently, has repercussions on the evaluation of PPGDs carried out by CAPES, which favors research to the detriment of teacher training, dissociating teaching and research, leading PPGDs to neglect teacher training for Law courses. The research revealed that, with regard to CAPES’ evaluation of the quality of courses, the training of researchers occupies a privileged place, while teaching occupies a devalued, almost invisible place. In addition to the specificities of the two programs analyzed, in the regulation of teacher training for higher education in general, the absence of an articulated preparation between research, theory and practice of teaching work, which is fundamental to the formation and exercise of the teaching profession, is a fact that significantly compromises the professionalization and the construction of teaching identities, as well as the quality of teaching offered in Law courses in Brazil.
