Development and the right to food in Brazil

This study examines the recognition of food as a fundamental human right and explores its relationship with socioeconomic and political determinants. It aims to analyze, between 1945 and 2024, key normative documents and historical-political events in Brazil concerning the right to food, based on international frameworks. The research highlights the advances and setbacks in public policy and their connection to a developmentalist approach to economic development. Conducted as a qualitative study with an exploratory and deductive approach, the analysis was shaped by diverse historical, political, and economic contexts. The findings reveal that the evolution of the right to food in Brazil has been marked by regulatory fragmentation, lack of coordination, and fiscal constraints, especially during crises. Despite notable progress, structural challenges remain, reflecting a persistent tension between economic development and human rights. The study underscores the need for inclusive, equitable, and sustainable policies to effectively promote food and nutrition security.
