“Private institutions may participate on a supplementary in the Brazilian Unified Health System...” or would it be the reverse?

ABSTRACT

The Constitution of 1988 established to State the universality of health care and the complementary participation of the private sector From the research about Medical Care (IBGE), it is described the evolution of the private sector in the field of health in the first decade of this century. The results point out a growth of 81.03% of private health establishments; 43.58% of the third-party plans and 48.64% of the private payment. The proportional difference between private and public institutions has been expanded four times, and it favors the private sector. The results indicate the need to resume the concepts of universality and ‘complementarity.’
