Urban conservation and land regularization in low-income settlements

This paper explores the ideas of integrated urban conservation as a framework for formulating strategies and actions that target processes for legally regularizing the ownership of land in low-income settlements of Brazilian cities. More specifically it shows the applicability of its general principles for the planning of these areas with a view to the permanence of its residents by guaranteeing ownership of dwellings and the provision of better environmental conditions. Therefore, it has a practical purpose to the extent that it is based on implementing the aforementioned ideas in formulating the Urban Plan of Corrego do Balaio (Jaboatao dos Guararapes-PE), which lies within a national historic park. First, the paper presents the concepts of permanence and change and the legal conditions restricting the land regularization of the low-income settlements. Secondly, expose the main urban problems (infrastructure and land occupation) of the area, the "Corrego do Balaio" (Jaboatao dos Guararapes Brazil), that is in national heritage park. Finaly, presents the application of the concepts and conditionings in the development of the urban master plan of the area.
