ABOUT THE JOURNAL

Brief History

 

Revista Brasileira de Educação Especial – RBEE [Brazilian Journal of Special Education] was created in 1992 and, a year later, on August 13, 1993, the Associação Brasileira de Pesquisadores em Educação Especial – ABPEE [Brazilian Association of Researchers in Special Education] was founded, in the city of Rio de Janeiro, during the 3rd Special Education Seminar. Since then, RBEE has been an important space for disseminating and sharing knowledge produced in the area of Special Education, bringing together the production of the most recognized researchers in this field. For a long time, RBEE was the only journal in the area in Brazil.

Currently, the Journal is widely consolidated in the area and sought after by Brazilian and foreign researchers as a means of publishing their research. Furthermore, the Journal has been used as a reference in different disciplines in the field of Special and Inclusive Education, Graduate Programs and public competitions for teachers in the area.

The Journal aims to disseminate knowledge in Special Education and related areas through continuous publication.

It publishes original papers, mainly research reports, but also including space for theoretical essays, literature review papers and book reviews.

The abbreviation of its title is Rev. bras. educ. espec., which must be used in bibliographies, footnotes, references and bibliographic entries.

 

 

Open Science Compliance

 

The Open Science movement proposes guidelines for collaborative, shared and public scientific practice. The Brazilian Journal of Special Education – RBEE adopts a series of practices in line with the Open Science guidelines, such as: the free access policy, the code of good practices for editors and the use of social media for the dissemination of published works. Furthermore, it requires the precise indication of the role of each of the authors in papers with multiple authorship, encourages the sharing of analysis data sets, instruments, scripts of statistical analysis, scripts and additional materials, made available in open online repositories, such as, for example, SciELO Data, if they cannot be published in the work itself, information that must be indicated in the manuscript. Consequently, papers reporting research must indicate and reference the availability of content underlying the development of the research and the results obtained.

The Brazilian Journal of Special Education – RBEE encourages the publication of preprint papers on public platforms, such as Preprints, SciELO and Psyarxiv, so that, if applicable, they can be discussed openly before being published.

Papers submitted for publication must be unpublished elsewhere, in printed or electronic media, except for those available in preprint repositories. Simultaneous submission for evaluation in another journal is not permitted.

 

 

Ethics in Publication

 

The Brazilian Journal of Special Education – RBEE is committed to complying with ethical issues related to published papers based on the following documents: a) CNE Resolution no. 466/2012 (Ethics in Research with Human Beings); b) CNS Resolution no. 510/2016; c) CNPq Document – Ethics and integrity in scientific practice; d) in the principles of the SciELO Codes of Ethics, present in the “Guidelines on Best Practices for Strengthening Ethics in Scientific Publication ”; in the “Principles of Transparency and Best Practices in Scholarly Publishing” recommended by the Committee on Publication Ethics (COPE).

At the time of submission, the author must declare that all ethical guidelines concerning the integrity of the scientific activities conducted during the research have been adhered to, and must also provide information about funding sources, such as research agencies.

In research involving data collection with human beings, or sensitive data in accordance with the Lei Geral de Proteção de Dados Pessoais – LGPD [General Law of Personal Data Protection], authors must attach a statement of approval from the ethics committee of the institution responsible for approving the research. Adherence to good research ethics practices is the sole responsibility of the author.

 

 

Focus and Scope

 

The Journal publishes national and international unpublished papers focusing on the area of Special Education in interface with other areas of knowledge such as Education, Psychology, Health, among others, as long as there is an emphasis on Special Education.

Its target audience is researchers and graduate students in Special Education and related areas. The Journal publishes only original papers, mainly research reports, but including space for theoretical essays, literature review papers, as well as book reviews.

EDITORIAL POLICY

Preprints

 

RBEE encourages the publication of preprint papers on public platforms, such as Preprints, SciELO Preprints and EmeRI, so that, if applicable, they can be discussed openly before being published.

Preprintsare manuscripts ready for submission to a journal, which are deposited on an open access web server in advance, by the author, or in parallel to submission to the journal, by the author or the journal. When using a preprint as an option, the author must inform the journal upon submission whether the manuscript is deposited in a preprint server, including the name of the server and its URL.

 

 

Peer Review Process

 

Manuscript review occurs in two stages.

In the first, two reviewers from the Editorial Committee carry out a screening to verify compliance with editorial guidelines.

In the second stage, manuscripts approved in the first stage are sent to one of the associate editors who are part of the RBEE Editorial Committee. The associate editor forwards the manuscript, anonymously, to two reviewers who indicate acceptance, rejection or necessary reformulations. In case of conflicting opinions, the manuscript is analyzed by the editors who decide whether or not to publish it, based on the recommendations of the opinions.

The editors involved in the evaluation process are named in the published paper. Furthermore, in the journal’s last annual issue, there is a list of reviewers who participated in the evaluation of manuscripts published during the year.

The standard form of evaluation adopted by the journal is double-blind. However, in cases of preprintit is not possible to guarantee the anonymity of the authors and, therefore, the evaluation may be single-blind or open.

 

 

Open Data

 

Valuing the consolidation of Open Science processes, the author is requested to share all content (data, program codes and other materials) underlying the text of the manuscript, previously or at the time of publication. Exceptions are allowed in cases of legal and ethical issues.

The objective is to facilitate the evaluation of the manuscript and, if approved, contribute to the preservation and reuse of data and information, as well as the replicability of research.

For sharing, the author can use the repository of his/her institutions, as well as identify relevant and certified repositories: List of repositories for depositing SciELO research data .

Alternatively, the author may state that the data will be made available upon direct request to the author, or that all data are contained and discussed in the paper.

The repository where the data and information are located, if applicable, must be cited in the text in accordance with the Research Data Citation Guidelines, preferably in the methodological section, included in the list of references and in the “Data Availability Statement” section.

 

 

Fees

 

RBEE does not charge fees for submitting, evaluating or publishing papers. The journal is published in electronic format and is freely accessible. The editorial process expenses are financed by the Brazilian Association of Special Education Researchers and by CNPq funding notices.

 

 

Ethics and Misconduct, Correction and Retraction Policy

 

RBEE is in accordance with the main guidelines of international and national organizations that serve as a reference for principles and good practices on ethics and negligence for scientific publications and is guided by the main ethical practices of COPE , SciELO “Guidelines on Best Practices for Strengthening Ethics in Scientific Publication” and the “Principles of Transparency and Best Practices in Scholarly Publishing” recommended by COPE, DOAJ, OASPA and WAME.

If authors discover that there was any type of relevant error after publishing the paper, they must immediately inform the editors, so that the appropriate errata can be published.

 

 

Conflict of Interest Policy

 

The conflicts of interest may be of a personal, commercial, political, academic or financial nature. Conflict of interest may occur when authors, reviewers or editors have interests that may influence the elaboration or evaluation of manuscripts. When submitting the manuscript, authors are responsible for recognizing and disclosing financial or other conflicts that may have influenced the work. If there is, even potentially, a conflict of interest, authors must inform it in a signed document attached to the submission platform. Adoption of Similarity Software

 

The Journal uses the Turnitin softwareto identify plagiarism and/or self-plagiarism.

 

 

Adoption of Software Using Artificial Intelligence Resources

 

RBEE recommends that authors and reviewers read the Guide to the Use of Artificial Intelligence Tools and Resources when employing AI tools and content generated by AI applications in research communication.

 

 

Gender and Sex Issues

 

RBEE and its collaborators must always observe the guidelines on Sex and Gender Equity in Research (Sex and Gender Equity in Research –Sager).

 

 

Ethics Committee

 

Authors must attach a statement of approval from the ethics committee of the institution responsible for approving the research, when it involves the participation of human beings in the data collection processes.

 

 

Copyright

 

The authors of papers published by Revista Brasileira de Educação Especial – RBEE maintain the copyright of their works, licensing them under the Creative Commons CC-BY license, which allows papers to be reused and distributed without restriction, as long as the original work is correctly cited.

 

 

Intellectual Property and Terms of Use

 

All journal content and papers published by RBEE, except where otherwise noted, are licensed under the Creative Commons Attribution License.

Once accepted, manuscripts may undergo non-substantial changes (grammatical corrections and stylistic adjustments) in the text editing stage.

The data, opinions and concepts expressed in the papers, as well as the accuracy of the bibliographic references, are the sole responsibility of the authors.

RBEE encourages authors to self-archive their accepted manuscripts, publishing them on personal blogs, institutional repositories and academic social media, as well as posting them on their personal social media, as long as the full citation is included in the journal website version.

INSTRUCTIONS TO AUTHORS

 

1 Papers sent to RBEE must be unpublished (preferably in Portuguese, English or Spanish), with the journal having exclusive rights to publish them. Papers are received on a continuous basis, in the order they are submitted. The deadline for evaluating the manuscript can take from one to six months. The publication period can take 12 to 18 months. The journal is online and is open to the entire scientific community through SciELO.

2 To guarantee a democratic space in the journal, each author and/or co-author may publish only one paper per year. Authors and/or co-authors who have a paper under evaluation will not be able to submit another until they have the final opinion on the first submission.

3 Each paper can have a maximum of three authors, one of whom must have a PhD. Authors who submit papers to the journal, and have a doctorate degree, must commit to providing evaluative opinions to the journal, during the editorial process of the submitted paper. This commitment must be declared in the Forwarding Letter, which must be signed by all authors.

4 Collaborations can be presented as:

4.2 Theoretical essay;
4.3 Literature review;
4.4 Review.

5 RBEE follows the standards of the APA 7th edition – American Psychological Association (APA, 2019).

6 Manuscripts must meet the followingcriteria:

6.1 Adequacy to the scope of the journal;
6.2 Scientific quality (originality, theoretical-methodological quality, dialogue with national and international literature) attested by the Editorial Committee and the Advisory Board;
6.3 Compliance with the Guidelines herein;

 

 

Form and preparation of manuscripts

 

CONSTITUTION OF PAPERS

1 Abstract: The abstract must be informative, explaining the objective, methodology, results and conclusions, when it is a research report. It should contain up to 200 words, with no paragraphs or citations of authors and dates.

2 Keywords: indicate after the abstract (minimum of three and maximum of five words). Use the INEP Brazilian Education Thesaurus website at www.inep.gov.br.

3 Abstract and Keyword: The abstract in English must be presented immediately after the abstract in Portuguese and follow the same rules outlined above.

4 Text (research reports, theoretical essay and literature review) must be organized into: Introduction, Development and Conclusion, and may receive subdivisions, equally unnumbered. In the case of research reports, they must include the following sections: Introduction, Method, Results, Discussions and Conclusions, and different titles may be used for these sections. Texts must have a maximum of 20 pages.
In the case of book reviews and theses, the text must contain all the information to identify the work being commented on. Reviews must contain a maximum of two pages and be written by a maximum of two authors. Only reviews of works published in the same year as the journal or the immediately preceding year will be accepted. For example, if the review is being published in 2012, the work must have been published in 2012 or 2011.

NOTE: Use bold only in titles or subtitles. The use of quotation marks, according to the standards of the American Psychological Association [APA] 7th edition (2019), should only be used in bibliographic citations in the text of up to 40 words.

5 Funding: mention of financial support received (at the beginning of the manuscript);

6 Acknowledgments: only if absolutely essential (at the beginning of the papers, upon approval).

7 Guidelines for paper accessibility

To address accessibility to knowledge and information, the Brazilian Journal of Special Education (RBEE) is initiating a set of pilot studies in this direction. The objective is, based on these studies, to gradually include different forms of accessibility in its publications, taking into account the guidelines contained in the Brazilian Inclusion Law (Lei Brasileira de Inclusão - LBI), Law no. 13,146, of July, 2015, in line with the principles of the Convention on the Rights of Persons with Disabilities and its Optional Protocol incorporated as an Constitutional Amendment in Brazil, through Legislative Decree no. 186, of July 9, 2008, with official promulgation by Decree no. 6,949, dated August 25, 2009.

General recommendations

To increase cognitive accessibility and knowledge, we suggest:

  • Avoid creating sentences with more than 20 words;
  • Prioritize the use of sentences in direct order (in Portuguese consider: subject + verb + object).
  • Prioritize the use of shorter paragraphs to facilitate reading comprehension.
  • Avoid using italic font formatting, as they are more difficult to read. Use it only in cases where there are terms spelled in foreign languages.

Hyperlinks

  • Incorporate hyperlinks (link with automatic underlining) in all terms that refer to what is being indicated by the author .
  • Avoid the expressions “click here”, “find out more” and “post” and use “access the website (site name)”, “find out more on the portal (portal name)”.
  • To learn more about the use of hyperlinks in the text, consult the Brief Digital Accessibility Manual (page 41 of the external link).

Use of exclusively visual information

Avoid using information based on color, size, and/or formatting (bold, italic, or underline) alone to convey different information, as text reading softwares may not recognize these distinctions. Note that underlining should be used only for links.

Tables and charts

  • Avoid tables and charts with more than five columns and ten rows.
  • It is not advisable to use merged, divided or blank rows or columns.
  • Tables and charts must be produced in the text editor itself (Word, for example), in text format and not in image format.
  • Prioritize captions that do not contain symbols or abbreviations.

Graphs

  • Ensure sufficient contrast, not only for people with low vision, but also for grayscale or black and white printing.
  • Choose colors accessible to individuals with color blindness. Avoid using red, especially when combined with green.
  • To check the contrast of your graphs, we recommend the Color Contrast Analyzer tool (external link). It is possible to read in Portuguese by activating the automatic translation feature available in Google Chrome.

We also inform that RBEE is gradually describing images used in papers. Authors will be notified in due course and will be able to approve the descriptions.

8.2 Before accessing the homepage to submit the paper, open a folder on your computer with the following files:

a) File with the manuscript without identifying the authors (main document)

The non-identification of authors presupposes that there is no mention of the names of the authors, the titles of theses or dissertations, the supervisors involved in the research, the name of the affiliated institution or the research group. Furthermore, the Ethics Committee opinion number should not be cited. Such information may be included later for publication of the paper.

b) Cover page with the paper title (in Portuguese, English, and/or Spanish); abbreviated title (in Portuguese); full name, title, and institution/department. Number of ORCID and contact e-mail for ALL authors.

c) Forwarding letter (according to the model below):

The letter MUST be SIGNED by all authors. Brazilian authors must use GOV.BR for signature.

In the case of co-authored papers, this letter must also explain how each of the authors participated in the construction of the text.

e) Copy of approval letter from the Ethics Committee when research report involves human beings.

NOTE: All complementary documents must be posted in the system in the space entitled: files that are not for evaluation. Only the main document, without identifying the author, must be posted in the space entitled: files for evaluation.

8.3 Formatting: according to the journal template.

When sending or re-sending the text, check basic guidelines.

Guidelines for forwarding, check if:

  • the forwarding letter is present in accordance with the guidelines;
  • the copyright assignment letter was prepared according to the proposed model;
  • all authors signed the copyright assignment letter and the forwarding letter, using Gov.br, if Brazilian citizens;
  • the letter from the Ethics Committee was attached (only for research reports involving human beings);
  • there is an e-mail address for all authors;
  • all authors were registered in the system with ORCID and e-mail.

APA standards, check if:

  • meets the standards for bibliographic citation;
  • meets standards regarding references;
  • there are missing authors in the text who are cited in the references;
  • there are missing references from authors who are cited in the text.

Guidelines regarding content, check if:

  • the grammatical review was carried out satisfactorily;
  • keywords from INEP’s Brazilian Education Thesaurus on the website http://www.inep.gov.br were used (see Template);
  • the manuscript was organized according to the guidelines specified by the journal (see Template)
