Various cultural, social, and economic changes have led to the rapid growth of policies designed to support young children's care and education. Our discussion of these policies is both historical (examining the ways in which notions of care and education have changed over time) and comparative (focusing on historical developments in care and education policies in the United States of America and Brazil). Our analysis suggests that the activity of "taking care" has been devalued in these policies. We argue that it is necessary to reconceptualize this activity if young children's rights to care and education are to become reality. We also present recommendations for policy, research, and professional practice.
